Taxpayers have to pay for all the social programs, but a fair wage and decent working conditions would be cheap in comparison, especially since farm produce itself is a very small part of the final cost to shoppers.

It would have given citizenship to illegals (amnesty) and raise the cap on H-1B visas for "highly skilled workers" from 65,000 to 110,000 and possibly to 180,000. It would displace more American workers by making a new W-visa for low-skilled jobs.
